The regional workshop to validate the report of the study of capacity building in human resources management and the manual of administrative, financial and accounting procedures of the Volta Basin Authority (ABV), was held from 30 July to August 01, 2019 at the Hotel la Concorde, in Lomé, in the Togolese Republic.
This workshop was attended by the National Focal Points of the six (06) Member States, the Directors of Human Resources and Directors of Administration and Finance of the supervisory ministries of the VBA, the representatives of the Technical and Financial Partners that are the Global Water Partnership / West Africa (GWP-AO), the Integrated Development Authority of the States of Liptako Gourma (ALG), the National Water Partnership of the Togolese Republic (PNE), and the Management Center of Water Resources (CGRE / ECOWAS).
The Executive Director welcomed the advent of these strategic management instruments, which should henceforth enable the Executive Management to promote good governance of human and financial resources and thus increase the credibility of the Institution.
In his opening speech, Mr. Affo Boni ADJAMA , Director of Cabinet, representing the Minister of Water, Rural Equipment and Village Hydraulics, Minister in charge of the ABV indicated that “health, the social climate and the efficiency of a company are based above all on an efficient human resources management system through the creation of conditions and incentive and motivating mechanisms to attract qualified personnel and succeed in retaining them ”
The discussions during this workshop mainly focused on the following elements:
1. examination of the draft organization chart together with job description sheets;
2. review of internal staff regulations;
3. review of the remuneration system;
4. review of the staff performance appraisal system;
5. review of the human resources management manual;
6. review of the administrative, financial and accounting procedures manual.
After having examined and validated the various documents, the meeting welcomed the very remarkable contribution of the participants, thus reflecting the interest they attach to the efforts to improve the governance of the Institution’s human and financial resources.
